    The steps mentioned in the link is only way to run the Edge legacy browser and MS Edge browser side by side. I suggest try to refer to the points below may help to fix the issue.

    1. Make sure your machine has latest security updates installed.
    2. Make sure you have download the correct version of policy files.
    3. Make sure you have applied the policy files correctly and you can see the Edge policies via Local group policy editor.
    4. Try to set any other policy and check that policy is working or not to cross verify that policy files have applied correctly. You can also type edge://policy/ in the address bar to see the applied policy.
    5. Again try to check and confirm that the Allow Microsoft Edge Side by Side browser experience group policy set to Enabled.
    6. If possible then restart the machine. After that, check whether you can find the Edge legacy browser.
