We are testing the installation of SCOM 2019 on Windows server 2019 Core.
Microsoft has stated in the requirements that Operations console supports with Windows 2019 core with FOD. I have verified and server team confirmed that FOD has been loaded.
I have an issue importing management pack. After selecting to add from a disk and click yes or no , the error pops up.

Does this happen to every management pack that is imported from the disk?
I suggest you check which CLSID the error is referring to, you can take a look at the registry over here HKEY_CLASSES_ROOT\CLSID{xxx}, then find your CLSID which should be in the place of the "xxx".
Also are you receiving any errors in the Windows event logs? Check the following event logs for any errors:

This is not the error when i import a MP. It's even before that. I do not get an option to upload. As soon as i click yes/no from the below window , this error appears.
I have tried import the MP using Powershell and it works as expected. Also, verified .net versions installed. Last time we had an issue with running fastseal and it came to our attention that by default only .net 4.7 will be installed in the core server. I have now installed 3.5 and still the same error.
We have also excluded the server from a GPO which prevents the application to use third party browsers.
No errors in System logs
Application logs have 2 errors
No errors in Ops Manager Log related to this
What is the "CLSID" pointing to?
Operations Console errors like these are usually caused by .NET Framework, there's no need for .NET Framework 3.5, but .NET Framework 4 or .NET Framework 4.5 is required, it should work by default on a Windows Server 2019 without having to do anything.
If you meet all the system requirements, and you have no other software that may be interfering with SCOM, you may want to raise a ticket directly to Microsoft about this issue:

I am not sure about the Feature on Demands (FODs), I will try to install SCOM 2019 on a Windows Server 2019 Core in my lab and check.

I have now successfully managed to reproduce your issue in my SCOM 2019 lab, even after a few reinstallations, I have forwarded this information to the SCOM product team for investigation. I believe it is a bug, it appears that it is malfunctioning because of some lacking component in the Server Core version.
I'll let you know if I find anything, or receive an answer from the SCOM product team.

You can simply put all the management packs that you want to import/export into an array and then use the Import-SCManagementPack or Export-SCManagementPack PowerShell cmdlets.
