Provisioning Package - blocked URL exception list - insert null character

I'm trying to use the Windows Configuration Designer to create a provisioning package which installs and configures the Microsoft KioskBrowser. I'm following the instructions here: https://learn.microsoft.com/en-us/windows/configuration/wcd/wcd-kioskbrowser. In particular, I'm blocking all sites and then allowing several URL exceptions. The instructions direct me to edit the XML file and separate the different URLs with a null character. Can someone be more specific on how that is done? Everything that I've tried so far to get those separators doesn't work. It appears that I end up with one long invalid URL even though Windows Configuration Designer seems to show the null character in place.

    Found the issue. The instructions mention not to "revisit the created policies under Kiosk Browser or else the null character will be removed." I assumed that meant that the policy shouldn't be edited. But it seems to mean that you should not even view the policy in Windows Configuration Designer before exporting the package for use. When I followed the steps again using the character as shown but didn't view the result, then the exported package functioned as intended.
