synchronizing offline files

Hello, I have a strange thing happening with synchronizing offline files for one particular user. We have a GPO with folder redirection for the Documents folder. All users are using Windows 10 Pro and joined to a domain. This user creates a folder and appears in her Documents and User mapped drive to the server. If I access the user's personal folder from the server it does not appear there. Permissions are set correctly. I manually initiated a sync of offline folders and the folders now appears on the folder on the server. I tested by creating a test folder and copying files to it successfully. The folder I created sync'd instantly. I could not recreate the problem. This only occurs for this one user.
This has been a problem for several weeks and I am at a loss. Has anyone seen this before?

    Offline File Synchronization – In Windows 7 the "Work Offline/Work Online" option button disappears from Windows Explorer after an offline / online transition and the Client Side Cache remains offline until the next restart of the computer
