Azure Spot instances do not consume Azure Reserved VM Instance (RI) allocations.
Reserved Instances are commitments to specific VM sizes in specific regions for a one- or three-year period, and they provide a discount compared to pay-as-you-go prices for the VM instances.
In contrast, Spot VMs operate on unused Azure capacity and offer significant cost savings, but they do not count towards or utilize Reserved Instance quotas.
When you start a Spot instance, if it stops and you decide to start it again, the restarted instance will be billed as a Spot instance at Spot pricing. It will not consume from your Reserved Instance quota, nor will it be billed as a Reserved Instance. If there are no available Spot capacities or if the price exceeds the maximum, you're willing to pay, the VM will not start.
