Changing Windows Ribbon Framework background color no longer works in Windows 10.

This question was asked by other users in the MSDN forums and never addressed.

The documentation states that property key UI_PKEY_GlobalHighlightColor was depreciated with Windows 8, but UI_PKEY_GlobalBackgroundColor and UI_PKEY_GlobalTextColor has worked until W10 v.1809. Now it seems setting only UI_PKEY_GlobalTextColor works correctly.

MS is obviously still using some of the same framework binaries (uiribbon.dll) in the Windows Explorer ribbon and they make it work for themselves. If the ribbon framework optionally followed the OS color theme, it would be reasonable, but now their is no other background options than blindingly bright white.
