Azure Subscription Pay-as-you-go Dev/Test adding non VS subscribers

Hi,
Does anyone know if it is possible to add Non Visual Studio Subscribers to an Azure Subscription that is Pay-as-you-go Dev/Test? or do they have to be visual studio subscribers?
