Why does the Office 365 Client Management Installer in MECM not install Teams when I have it selected?

Using SCCM v2002
I click Software Library > Office 365 Client Management > Office 365 Installer and then I go to the Office Customization Tool from there.
I choose Microsoft 365 Apps for enterprise and select the products of Office 365 I want installed which includes Teams as you can see in the screenshot below.

I have also included a screenshot of the confiuration.xml file that it creates and uses when installing.
The problem I have is that it installs everything EXCEPT for Teams. I have tried several times and restarted the computer and it never installs Teams. Why is this? I see a few other people have posted this issue, but there was never a real solution, just people creating separate Teams installations which I find unacceptable.
Any idea why this happens and a solution for it?

    Do you deploy Microsoft 365 apps in VDI environments?

    More information about the commands to run ODT to deploy Office, please refer to "Overview of the Office Deployment Tool".

    Update------------------------

    It's recommended to go to %localappdata%\Microsoft check whether there is any folder related to Teams, if there is, please delete it, such as Teams.
    Please also go to %AppData% and %AppData%\Microsoft , delete any folder of Teams if there is, such as Microsoft Teams.

    Besides, please go to HKEY_CURRENT_USER\Software\Microsoft\Office in Registry Editor, check whether there is the key of Teams, if yes, please also delete it.
    (Serious problems might occur if you modify the registry incorrectly. Before you modify it, back up the registry for restoration in case problems occur.
    Please refer to this article about how to back up and restore the registry in Windows)

    Then please re-install Microsoft 365 apps on a PC, restart PC to check this issue.

    No I do not deploy to VDI environments.
    I downloaded ODT and ran several different configuration files and still Teams does not install.
    Why would I need to exclude Skype for Business? I have no problem with that being installed. My problem is that Teams is not installing.

    I tried manually including Teams like you do if you want Visio to be included and that doesn't work either. Just edited the default xml below. I dunno why Teams does not install with the rest of Office. It is quite annoying though that this does not just simply work...
