Integration of Graph Api to make/retrieve calls from CRM

I want to integrate Microsoft Teams with a CRM where users can Create and Receive calls directly from CRM. After going through the documentation, my findings are that this functionality is only available for bots. Is this true? or is there any other way to implement real time user communication with api.
