Windows 10 Sep Cumulative updates fails in loop

Hello

We have observed on good no of PCs, September Cumulative updates for Windows 10 fails and rolls back post reboot. Upon login to PC, updates installs again and goes to applying state on reboot, fails N rolls back, and loop continues.

CBS log is attached for any help / pointers to fix the issue

    Hi,
    Before going further, I would appreciate your help in clarifying the following situations:
    What is the current system version? Run winver to have a more specific information.
    What is the KB number of the update you were trying to install?
    Who was the update applied to these machines?

    You could try these following methods:

    1. Go to Settings>Update & Security>Troubleshooting and run the troubleshooter on Update.
    2. Open an elevated command prompt
      Run the following command:
      net stop bits
      net stop wuauserv
      net stop appidsvc
      net stop cryptsvc
      ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
      ren C:\Windows\System32\catroot2 catroot2.old
      net start bits
      net start wuauserv
      net start appidsvc
      net start cryptsvc
    3. performing a SFC scan:
      type sfc /scannow in the Command Prompt, and press Enter.

    Then try this update manually.

    We have followed those, including CATROOT folder rename, running Windows Update Troubleshooter etc. no luck. Raising a case with Microsoft
