It still doesn't directly answer since the TLS certificates are not mentioned on the link you shared. So I cannot compare with the TLS CA change list. Could you directly clarify the question if the services would be impacted or not?
Based on information received from the Azure SDK team, you will not be impacted by the change. However, we encourage you to ensure that the latest certificate store is up-to-date in your application, in Python this is handled by this package.
