Office activation - Error code CAAC0003

I recently migrated a client from Office 365 commercial to GCC High. All users are now getting the following message when attempting to activate/sign in to Office on their desktops.

Something went wrong. We couldn't sign you in.
Error code: CAAC0003
Server message: Microsoft Azure Government tenant ..... is blocked in Public Cloud.

Selecting Continue seems to push through and activate the product anyways, but why are we getting these messages?

    Please refer to TKujala's reply to have a check.

    In addition, according to the "Server message: Microsoft Azure Government tenant ..... is blocked in Public Cloud.", it seems to be related to Azure AD.
    Starting May 5th 2020, users sign into apps hosted in US Government tenants using the public endpoint (microsoftonline.com), this behavior would be blocked.
