I have an Application Verifier enabled dump from a customer running on Window 8.1. The !avrf command fails because the appropriate symbols can't be found.

This is perfectly described here:
https://social.technet.microsoft.com/Forums/office/en-US/85603bd4-fbc7-47d4-842e-61750a64db1b/private-pdb-symbols-for-application-verifier-v629200?forum=winserver8gen

But no answer.

Where do I find the symbol files for this version?

Try to configure the symbol path as below
    .sympath+ C:\Windows\System32
    .sympath+ srvc:\symbolscachehttp://msdl.microsoft.com/download/symbols
    Source
    Application Verifier
