In my organization we have only one user with a webcam on teams disable.
This user have the same license, groups like the other users but, in teams ( web, app smartphone ) he does not able to use the webcam beacause is disable by the program.
I analyzed the profile, both at the active directory and tenant level, comparing it to that of his colleagues but without finding a difference.
Anyone ideas?

finally i deleted and recreated the user, now the webcam work's well

If you’re have trouble with the camera in Microsoft Teams, we have some suggestions for your reference.
Please make sure you have the latest Windows update and Teams app version installed. If you are using an external camera, try unplugging it and plugging it back in.
Besides, please make sure the settings for Camera Access for this device is turned on under Settings->Privacy -> Camera.

Thanks for the reply. I tried with the same and also different device and with multiple accounts with the same configuration and license but only this user did not enable the camera. The permissions at the device level at this point I don't think it is the problem but I think it could be something at the level of user parameters but besides the license I don't know where to look.

Can this user's Teams client recognize the webcam device normally? or it can be recognized but cannot be enabled?
If he cannot use webcam to join the meeting, please check this user’s policy such as meeting policy to see if use has been allowed IP video to join the meeting. For more details, you can learn it from:

The user's Teams client recognize the webcam but cannot be enabled, is in grey. With the other apps the wecam works.
I seen the users policy but today we have only the global policy default. Now I don't know where to look anymore I'm thinking of deleting the user and doing it again.

I also have the same idea. So have you tried to disable this user account and enable it again?
