Problems intune installing applications , Waiting for install status

I really need some help here,

I'm having problems with installing applications from Intune.
After a Autopilot install the device is enrolled in Intune successfully and the device is compliant by policy. it is azure domain joined successfully.

I deployed 2 different Applications.

  1. Office deployment , Microsoft 365 Apps for Windows 10 . Required install all devices
  2. Win32 application packaged with the IntuneWinAppUtil.exe, required install all devices

So the applications are stuck with status "Waiting for install status". Nothing happens. No Errors nothing
On the client pc i checked with the Portal app if the device is managed by intune and it is.
ALso The Intune management extension is not installed

If i install the Intune management extension manually then my Win32 application is installing and installed successfully.
But office is not installed.

in the evenlog devicemanagement-Enterprise-Diagnostics-Provider, there are some errors.
Event-ID: 404
MDM ConfigurationManager: Command failure status. Configuration Source ID: (5161931D-9A56-4C92-B242-8101C49CC735), Enrollment Name: (MDMDeviceWithAAD), Provider Name: (Policy), Command Type: (Add: from Replace or Add), CSP URI: (./Device/Vendor/MSFT/Policy/ConfigOperations/ADMXInstall/Receiver/Properties/Policy/FakePolicy/Version), Result: (The system cannot find the file specified.)

Event-ID: 455
MDM ConfigurationManager: Caller did not specify user to impersonate to. Targetted user sid: (NULL) Result: (Unknown Win32 Error code: 0x86000022).

I did a device wipe and tested again but same thing happens. WIndows 10 is up to date .

I cannot find the issue here.

    Please understand that for such kind of issue, the error logs is not enough to analyze and find the root cause, we may need more logs to analyze the whole process.     I created an online support ticket and get a great help from Microsoft.!!

    In the Intune Portal in Tenant Administration my MDM Authority was set to Microsoft Office 365 and servicerelease 2009
    I did not get a message In the Intune portal to change the MDM authority to Intune and in my Azure AD MDM Intune was set.

    So Microsoft support changed something and after that there was a message when i went to the device enrollment page.
    "You're using Office365 for device management, click here to add intune" . After changing to Intune all the things began to work.
    Office is installing automatically and also the Win32 application package and the Intune management extension is installed.

    Note: the service release version is also changed to 2010
