Since I don’t know what is your WebEx program, there are some general ideas:
1.Add your user account into Administrator group, re-login and run again
2.Cut off network and run this WebEx then reconnect
3.Leave the domain or company network, run WebEx
4.Contact WebEx program support for help, describe your scenario.
5.(low possibility)Persuade company’s IT admin to reduce the security level for the user
