In Power BI connecting to PDF with images instead of tables

In Power BI I’m attempting to extract several tables from a pdf. The tables are not text tables, but instead images. Is there a way to convert the images into text in order to import into Power BI?
So far I have run OCR on the pdf and printed and rescanned it but it hasn't helped.
I have tried to export the entire document as well as the page region into Excel and Notepad.
In Excel the data is unusable and in Notepad, nothing shows up.

    Hi there. The PDF connector currently doesn't support importing data from embedded images. The data you're trying to import would need to be text.

    Regarding a solution for converting an image-based PDF to a text one, we don't have a particular tool we recommend.
