I have encountered a similar issue documented here ( https://support.microsoft.com/en-us/help/4563007/kb4563007-fix-vdi-backup-fails-with-error-after-applying-sql-server-20)

Affected version as per documented 2019 CU2/CU3/CU4 however the fix version is CU5 for VDI issue

Similarly, the same issue is encountered in one of my customer with 2017 CU21

https://support.microsoft.com/en-us/help/4577467/kb4577467-cumulative-update-22-for-sql-server-2017

  • The issue occurs with SQL Server 2017 CU19, CU20, and CU21
  • The issue does not occur with SQL Server 2017 CU18, CU17, CU16, etc.
  • The issue does not occur with SQL Server 2017 CU22 onwards.

In other words, backups will not work with SQL Server 2017 CU19, CU20, and CU21, please have the documentation about this known issue in SQL 2017 as well as the documentation is available for 2019
