Granting app specific password option

From documentation: "Your administrator may not allow you to use app passwords. If you don't see App passwords as an option, they're not available in your organization."

Well, I'm the administrator. How do I allow to use app specific passwords for SMTP mail on office 365 email? I've look everywhere but can't find how.

    Hello and thank you for the help.

    In an attempt to follow your steps, I simply copied your url to my browser. That is: admin.microsoft.com/AdminPortal/Home#/users. That takes me to godaddy email & office with a help dialog showings steps on how to setup app specific passwords.

    The first step they list is signing into outlook on the web.

    I've spent hours day after day. You probably understand how frustrating this is. The thing is, I have no problems creating app specific passwords for our gmail accounts. I'm tempted to bring the whole thing back to gmail.

    There must be an easier way.

    @Reinaldo Crespo Please follow the below steps :

    1) Go to Office 365 Admin center
    2) Select Active Users
    3) Select Multifactor Authentication

    4) Select Service Settings and then select Allow on App password.

    Oh, sometimes I think that it's better to find a decent web development company and recreate the whole application because some problems are really annoying. And I even know that guys from the saas development company are able to do something like that, but I'm pretty sure it would be way too tedious and time-consuming.
