What media you used, do you used a mounted ISO or you uncompressed the ISO inside a folder ?
Please try to mount it to be sure no antivirus or other software didnt prevented a .dll to accessed.
Can you make accessible the setup log ? or paste the error from it pleas,e it would help to find the error.

The log file will give you more information on the actual problem.

If your notebook is in English, download the Sql Server in the same language.
Im using Windows 10 and its fully updated . And I did the Windows 2004 update an 1 hour ago. I tried again but havin same error :(
Is that an English or Turkish version of Windows 10? What have you set the system locale to? (Control Panel->Region->Adminiistrative.)
Its Turkish version of Windows10 . I changed to English today but it didnt work :(
So be able to test this hypothesis, I downloaded and installed a Turkish version of Windows 10 Pro (version 2004, updated July 2020), and then tried to install SQL Server Express 2019. This went fine.
So I think we can leave the Turkish lead aside. Even if you would have another edition than Pro.
I guess that when things like this happens, something is not the way it should be on your machine. But what? It is very difficult to tell with that poor error message.
I suggested earlier today that you could try to debug this with Process Monitor, but you have my full sympathy if you don't want to try that.
