Could you please share us the error message from SQL Server Setup log within %programfiles%\Microsoft SQL Server\150\Setup Bootstrap\Log?
In addition, please check below things:
- Please make sure you remove previous failed installation from add remove programs completely. You can remove previous failed installation clearly using the steps in this link.
- Make sure you right click on setup.exe file and select run as administrator when you want to start the SQL Server installation.
- Disable any antivirus software or uninstall it temporarily, and turn off firewall on the machine for the time that the installation is running.
- Please uninstall any version of SSMS older than SSMS 18.3 before installing SQL Server 2019.
