Adding onenote to 2019

We deployed Office 2019 without OneNote. Now we are being asked to add it. Simply removing the exclude statement in the xml and re-running the install does not install OneNote.

What do we need to do?

    OneNote is removed from Office installation, you can download OneNote for Windows from this link:

    that officeSetup.exe throws an error and says I most uninstall office. I want to avoid uninstalling office
