missing "sounds" tab in soud control pannel for windows 10

so I wanted to change system sounds on my computer but the sounds tab is missing from the sound control pannel, I am using windows 10. `here is what I have:

Check the Policy :

HKEY_CURRENT_USER\Software\Policies\Microsoft\Windows\Personalization

Value : NoChangingSoundScheme

if it is = 1, the Sounds Tab is removed
