Have you tried to change the wallpaper by settings ? :

I had a crazy update that took 3.5 hours, when it finished my wallpaper photo was gone including the picture in the file.
How do I recover it ?I have no idea what this means

Open File Explorer
On the View Ribbon, temporarily turn on 'Hidden Items' and 'File Name Extensions'
Paste this into the Address bar, and press Enter
%appdata%\Microsoft\Windows\Themes
In that folder, is there a file named TranscodedWallpaper?
If so, copy that out onto your Desktop
Right click that file and choose 'Rename'
Add a .jpg file extension onto the name of that file
Then, try opening that file.
If that doesn't work, have you created a restore point?

You may be able to fix the issue by restoring the system going back to a restore point.

"In that folder, is there a file named TranscodedWallpaper?" - No, only a cached file and empty slideshow
If it is under the \Windows\web folder then it is a system folder and not meant for storing personal files. A feature update to the next version of Windows will always replace that folder with a new one
