Does those mailboxes hosted on another mail server? Or, hosted on your Office 365 but use your customized domain name?
If those mailboxes hosted on another mail server, I would suggest you try to send email from Office 365 to one of mailboxes on another mail server directly, check whether could send email successfully. If you still cannot send email successfully, I think this issue is related with the MX record for your another mail server. Please have a check about it.
