Can't Sign in to Unlock or renew License for Visual Studio Community 2019

When I open Visual Studio Community 2019, it tells me:

License: 30 day trial (for evaluation purposes only)  
Your evaluation period has ended. Please sign in to unlock the product.  
  
Check for an updated license  
  
We could not download a license. Please check your network connection or proxy settings  

I am signed in with two accounts (microsoft and github) so I have no idea why it says I need to sign in to unlock the product.

When I do try to log in with an account, I get the error:

We could not refresh the credentials for the account  
No account identifier found in service during interactive flow  

and then:

Access to the path 'C:\Users\{me}\AppData\Local\.IdentityService\V2AccountStore.json' is denied.  

I have already tried pretty much everything I can find on google, updating did not work, completely reinstalling did not work. I also can't remove my Microsoft account and attempt to resign in. When I try to remove the account I get the error:

An error occurred trying to remove this account.  
Error: Acccess to the path  
'C:\Users\{me}\AppData\Local\.IdentityService\V2AccountStore.json' is denied.  

When I try to sign in I get

How do I fix this and use Visual Studio Community 2019?

    Please try the following steps:

    1. Close all instances of Visual Studio
    2. Delete all files of %localappdata%\.Identityservice
    3. Relaunch your Visual Studio and click on the “Help” menu> Send Feedback > Report a Problem… > Sign in on Visual Studio Feedback page
    4. Go back to check if you have signed in your account
