Windows 7 Brightness Slider has no effect on actual brightness

Why is my Windows brightness slider is adjusted, but has no proper effect on actual brightness? No matter how you adjust the slide, brightness is always at max, only decreases (dims) between 40 and 55.

I have tested every possible Intel HD graphics driver version out there and checked it in three different OS; Windows 7, 10 and Ubuntu. Shows the same symptoms in each.

Tried calibrating the screen, but no dice.

Might it be the bios, graphics driver or the hardware issue?

    Hi,

    I had problem with my brightness too that I couldn’t find the brightness slider in system settings at all. It turns out that I have to change brightness in Intel HD Graphics Control Panel.

    The Intel® Graphics Control Panel is no longer included in the driver installer with Windows Declarative Componentized Hardware (DCH) Graphics drivers and needs to be downloaded and installed separately from the Microsoft Store.

    But I think you can also use function keys to change brightness.

    If Intel HD Graphics Control Panel doesn't help, as Intel suggested, we could try OEM drivers.

    OEM drivers are handpicked, customized, and validated to resolve platform-specific issues, enable features and enhancements, and improve system stability. Intel’s generic graphics drivers are intended for testing, and we recommend using drivers from OEM. Report any issues found with this driver to Intel.

    Thanks Alice for your suggestions. Unfortunately, installing a bunch a drivers did not solve the issue and I believe it is totally hardware-related problem.
