Visual Studio Installer Projects Extension Not Working

Question

I am trying to avoid having to recreate my Setup projects. I develop with Visual Studio 2019 but use Visual Studio 2013 to make Setup projects to install my applications.

I got a new computer and reinstalled Visual Studio 2013. I discovered that it no longer included support for Setup projects. I downloaded VSI_bundle.exe from here:

Then I double-clicked on it and it appeared to run successfully. But Visual Studio is still unable to load my existing Setup project. I tried installing it from within Visual Studio, and when I look under Extensions and Updates, the extension is listed as being installed. But it still won't load my Setup project. I get the message that it is "incompatible."

What am I doing wrong? Did I not install the extension correctly? Do I not have the needed privileges? Is there a known issue? Should I try the similar extension in VS2015 and/or VS2017 instead?

I found that the setup project is an InstallShield Limited Edition project, not a Microsoft setup and deployment project. After installing ILE, I was able to open the project in VS2013 and in VS2015. (It didn't open in VS2017 nor VS2019, and that must be because ILE isn't compatible with those versions.)

Visual Studio 2013-2020 годы они все загружаются при скачивании программ для игр, но увы я не знаю с какими программами они загружаются ещё, но когда с играми загружается эти программы работают нормально.
