Sorry that I’m not good at BizTalk Server so maybe I couldn't help you solve the issue. But some general troubleshooting could be tried.
If you don't mind, please provide us with more details to narrow down the issue
- Did this issue happen recently or all the time? If this issue happened recently, can you recall any changes made to the server? For example, if an update was installed, perhaps uninstall the update would help.
If the issue happened all the time, please refer to Creating a Highly Available BizTalk Server Environment to check your environment. - Is it possible to close one of the servers? If possible, we can see whether the issue persists in two servers. And we can know which server causes the issue.
