Does the SKU and/or the App-Service have to stay up and running?

...after creating the app?

I.e., a customer wants to embed PowerBI in his own Website. To do so, the only viable solution for him is to embed PowerBI-Reports. For this he needs PowerBI Pro, Azure AD, an SKU and App Services.

The cost for PowerBI Pro is neglible, Azure AD is free for the first 50.000 "tenants" - but the SKU and the App-Services are costly...

My question is: after "creating" the App, does the SKU and the App Service have to stay "up and running", or can it be shut down? This influences the cost in a major way...

    You are right, after creating" the AppService, the SKU(App Service Plan) and the App Service have to stay "up and running" to be able to receive HTTP requests.

    App Service Plans that have AppService or does not have AppService associated with them still incur charges because they continue to reserve the configured VM instances.

    So Microsoft will still charge you after you stop the AppService.

    You can shut the app service down, however this does not remove any cost, you are charged for the app service plan 24/7.

    You can scale the app service plan down when not needed, which would reduce the cost.
