Install Hyper-V on Windows 2019 worked on Windows 2012R2?

I was upgrading IBM X Server running Windows 2012R2 Server to Windows 2019 and unable to install Hyper-V due to error "Hyper-V cannot be installed: The processor does not support second level address translation (SLAT)." Hyper-V was installed previously without issue on same hardware. is it possible to install Hyper-V with this hardware? if so how do I enable SLAT?

I have Enable "Intel Virtualization Technology" and Enabled "Execute Disable Bit"

I had to set my BIOS when I installed Windows 2012R2 Server ms-hyperv-the-virtual-machine-could-not-be-started-because-the-hypervisor-is-not-running

    You can confirm here and with manufacturer that the hardware supports the operating system installed. Looks like only the x-3650-M5 supports Server 2019
