Some users unable to change presence after migration from SFB2015 to 2019

We have just migrated users from a 2015 standard edition pool to a 2019 standard pool. A number of users are reporting their client is showing their presence as offline, even though the client has connected successfully.
They are unable to change the presence to another state.

    It recommends affected users try to reset status in Skype for Business and observe the result.

    If no luck, you could clear the client cache as below:

    1. Right click the Windows icon and open the Run bar
    2. Type in: %localappdata%\Microsoft\Office\1x.0\Lync\ folder
    3. Delete the sip profile folder.
    4. Go into the Tracing folder, delete all files.
