I notice that the update 4601392 is not present in Microsoft catalogue and the link to KB article is also not reacheable :

Can you please exlain and clarify this issue.

    This a know issue due to SSU of this month, Microsoft has remove SSU from his catalog due to this issue:

    Looks like a typo, the latest cumulative update installs fine without an SSU

    the last SSU was

    KB4601392 has been removed and will no longer be offered to devices.
    The update is posted under known issues on the kb4601318 support page.
