Hybrid Join Failure.

I'm at a branch office network with hybrid-join issues. Currently I have to remove my ethernet for correct company OOBE to load. After the OOBE login I'm stuck in a loop. To make some progress I have been installing KB4517211 update which takes me past to the "Setting up device" loop. I then tried the v1909 image, I have not installed that KB yet but there's no change.

In CMTrace of setupact.log I see basically
2020-05-15 15:30:05, Info [CloudExperienceHostBroker.exe] Failed to load oobe.xml file at C:\Windows\system32\oobe\info\default\1033\oobe.xml with hr=0x80070003

I have enabled the Eula and I think, the Windows Store.

From CMD prompt I can see my internal domain. I cannot ping any external sites which could prohibit hybrid join.

Setuperr.log shows:

2020-05-15 15:19:41, Error [msoobe.exe] COMMIT: failed for plugin LocalUser Plugin with hr=0x80070490

Googling yields nothing.

    When the error “OOBEEULA” is displayed, do the following:

    – Open a command prompt with Shift+F10

    – Open registry editor: regedit

    – Go to HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Setup\OOBE

    – Add a DWORD value named “SetupDisplayedEula” with the data “1”

    – Press “retry” on the OOBE screen… and the EULA step is passed.

    This was done before I posted this report so I have ruled it out. Thank you very much!

    I believe that status is explained in two symptoms I'm digging in to.

    The custom OOBE only loads if I disconnect the network cable.

    Post-OOBE the user is temporarily "defaultuser" and during that time of Hybrid-Join, the external internet cannot be reached to connect to Azure AD even though I return the LAN or Wi-Fi connection. Could it be the user's right or other reason?
    I cannot ping i.e. 8.8.8.8 from a CMD prompt during Device Setup. I think it's true the laptop must see the internet during Hybrid Join.

    I am having the same issue at a branch office with Windows Autopilot hybrid join. Have you found the solution? Can you please share?
