Activating Sandbooxes

I have a problem with activating sandboxes. I activate, get code and confirm it. I always get stuck on the Review permissions stage. After clicking the button it show a progress bar, creating resources , but towards 100% it starts saying, deactivating previous sandboxes, it keeps looping this process until i get the message that says I have used all my daily sandboxes but not having used even one.
