Hi @Umamaheswari Suresh Babu , thanks for posting in the Q&A forum.

Please confirm: Do you run into this error while running SharePoint Configuration Wizard?
If yes, is this the first time you run Configuration Wizard (during SharePoint installation), or are you trying to add server to the farm?

Please follow these steps for basic troubleshooting:

    1. Make sure you login as farm account to run the SharePoint Configuration Wizard.
    2. Make sure you have added the farm service account in all WPG groups, also sysadmin, dbcreator and securityadmin rights, db_owner for all SharePoint databases via SQL Server Management Studio.
Double check if you have assigned all required permissions following this document: Account permissions and security settings in SharePoint 2013.
    3. Make sure you have enabled TCP/IP protocol on SQL Server via SQL Server Configuration Manager > SQL Server Network Configuration > Protocols for MSSQLSERVER.
You can refer to the article here for detailed troubleshooting steps: SharePoint Troubleshooting: Cannot connect to database master at SQL Server.
    4. Make sure the incoming connections are not blocked by Windows Firewall. Turn off Firewall on all servers if necessary.
