What are the IE 11 requirements for using TLS1.3 only browsing.

When enabling only TLS1.3 option in IE 11 (version 1909, OS build 18363.1316) we are not able to connect a TLS1.3 only enabled web server. Looking at the network traffic, there is no TLS1.3 Client Hello being sent out from IE 11.
Is there information somewhere on how IE 11 supports this option?

We have tried 5 other browsers, all of which connect fine. We are trying to determine if there is some other prerequisite on IE 11 that we are not meeting.

    IE 11 doesn't support TLS1.3. You can check caniuse and Microsoft official site.

    Internet Explorer is no longer supporting new standards and we recommend you to switch to Microsoft Edge and only use Internet Explorer for backward compatibility.
    You may manage TLS settings from Advanced tab in the Internet options.
