Users are able to send email using their Outlook client even though their accounts are locked out

Domain Controllers : Mix of Windows Server 2012 R2 and Window Server 2019
Exchange Server 2013 CU21
Outlook 2016

Users are able to send email using their Outlook client even though their accounts are locked out. No configuration has change except I added a new Windows Server 2019 domain controller. I am in the process of migrating from Windows Server 2012 R2 to Windows Server 2019.
