Arabic Text not supported on Console or VBA outputs

I have written a programme in C sharp to read data from an excel file. The excel file contains bilingual data (in Arabic & English). The output data for Arabic is series of question marks which I tried to fix in almost all ways known to me.
I tried changing input languages, System Locale, Installed Languages and almost everything.
I encountered the same problem for a VBA output on excel sheet. Though I can type in Arabic but the output of these programmes are unreadable.
I believe my machine was working fine before a recent format I did. Formerly, my machine was set to a country in Middle East. May be that's why. But after the recent format, I set my machine to India region while OS set up. I tried changing that too in vain. Nothing is helping.

Note that there is no issue in typing arabic in excel or any other application.

It is possible that your machine does not have fonts suitable for Arabic and console.
Please check if the method in this link is useful for you.

Thanks for your comment. But the problem is not related to missing font. Nor is it related to Keyboard or Character settings. What I forgot to mention previously is that when I change the font in console settings, I can see Arabic Characters but as characters splitted by alphabet which unlike many other languages is not considered readable.
