LinkedIn Learning API Progress Percentage Seconds Viewed discrepancy

We're using the LinkedIn Learning Reporting API to provide data on seconds of content viewed. We see a discrepancy between seconds viewed and progress percentage. For example, a row of data looks like this:
Date: 15th April 2019 // Email: Pietje.Puk@....com // Course: learning python // Seconds viewed: 2000 // Progress Percentage: 0

Does anyone know how it's possible that you have 0% progress while you have viewed many seconds (max value was 41000 seconds with 0 % progress)?

I am no expert in api readings, but you could test if the seconds get counted just by entering a course without doing anything. You could do this with your own account and then test a course and actually progress within it. Or do you already know that the person going trough the course has made progress and you don't see it reflected within the received data?
