I keeps getting the error message... Sorry! We couldn't update your organization settings for now, but we will retry it in background. Please check back later. I am a small business owner out of my house, why can't I update this?

I see this occasionally lately as well.
I think there is some throttling going on that is backing the requests off or slowing them down.

I'd try again in a bit.

I've faced the same problem couple times with a few of my customers and was able to use PowerShell to achieve the same result.

    Hi @Erik Gascho ,

This also happened for a new tenant that we have. Spent hours trying to add the policy.

Please try to run this in powershell, before trying to create the policy in the Security and Compliance Center, to see if it helps:

    Enable-OrganizationCustomization

You have to be connected to Exchange Online.

    open powershell as admin

    connect to exchange

write this command : Enable-OrganizationCustomization -Confirm

    and confirm it.

then you can create any policy you want.
