SharePoint wiki template category page anonymous access

I have a site I migrated from 2010 to 2016, both on prem. The site has a wiki and all pages are tagged with managed metadata category.

In the 2010 site anonymous users could click on a category (metadata) link that points to categories page in layouts directory. In 2016 they are prompted to login.

I've tried adding allow users in location element in config file and tried overriding allowanonymousaccess in the categories page.

Neither work, what changed from 2010 to 2016?

    Couldn't figure out why the categories page continued to prompt for login. I ended up using content query web parts to rollup the category pages and wrote a script to remove the link (but keep the category text) from the right column of the enterprise wiki page layout.

    The link to categories contains FieldName, FieldValue, and ListID

    /_layouts/Categories.aspx?FieldName=Wiki_Categories&FieldValue=xxxx&ListId=xxxxx

    Hi @bsim365 ,

    Per my knowledge, there is no change in anonymous access between SharePoint server 2010 and 2016.

    Please check and deactivate "Limited-access user permission lockdown mode" feature via site settings> site collection features, then compare the result:
