Azure Front Door - Backend host update delay

I'd like to disable a backend host while deploying to it to eliminate downtime. The option to disable is there, however it takes apx 20-30 minutes for any changes to the backend hosts to take effect. A deployment that should take minutes would take two hours to complete. Microsoft claims changes take 3-5 minutes but that's not even close to what's actually happening. How can I disable a backend host and complete deployments in a timely manner?
