    Good day @Cosqun Huseynov ,

This forums system is for technical issues and not for supporting issues related billing. At last at this time there is no forum topic which is covered here related to billing and assuming only the topics related to the old MSDN?TechNet forums will discuss here, then this topic is outside the scope of the out community.

But, don't worry... there is simple solution to get support regarding billing and it is free as much as I know. Billing is one of the only topic which anyone can open a ticket about even if you do not have a paid support plan in the Azure. So you probably can try to open a ticket in you account and clarify that you only request the free support regarding your billing.

Anyhow, there is not a lot your can do regarding the credit card before you delete the account or add a different card, as the message clearly state. As long as the card is in used you cannot remove it, and each subscription must have a related card (except special subscriptions like Monthly Azure credits for Visual Studio subscribers).

You can delete your subscription as explain in the following document:

    https://learn.microsoft.com/en-us/azure/cost-management-billing/manage/cancel-azure-subscription
