    My gut instinct is it has nothing to do with the package you are installing but rather you have a package source registered for DevExpress and it is picking that up as it tries to resolve references. You can confirm this by trying to install any other package. If there is one specific package that is triggering this then you can post the package that is causing the issue as we have no way of knowing which of the packages in your image you were trying to install. Alternatively you can notify the package owner of the issue so they can look into it, assuming it is truly tied to a specific package.
