Problems installing IPAM server on server 2019

Greetings, I'm trying to install IPAM server on a windows 2019 server. It is completely up to date, and has SQL installed on it already. I am getting this error from the install utility and from powershell:

add roles and features fails with error code 0x80073701

I have tried dowloading the requested package files, but they are not readily available for download, nor is there a friendly listing of from Microsoft. The DISM utility is neat, but it never works. It says it will download anything from WU when it is missing, but it never really does. It would be great if we could get that working though! the install documentation for IPAM server was created during the 2012 era, so should I be trying this on an older server version ?? If it is listed as an option, it should work on 2019 though?? Please assist me! I opened the cbs log and found a lot of information. I will try to trim it to the important stuff:

    Even I can read the log. It says it's missing the package file for the installation. I can't find anywhere to download it on Microsoft's site.. Can you provide that? I tried to export the package with DISM, but I can't quite get the command right. Just in case anyone is having the same issue as me, when I tried the same thing on a Windows Server 2016 server, I had no issues. it installed without error. Most likely these packages have not been created or made available for 2019.

    Now, if we want to make it work on 2019, we need the following install package files for Windows Server 2019. Can you provide direct download links for these? They will be .cab, msu, .msi files most likely.
