As stated in your licensing agreement, the license is per-user. This could be enforced at any point even if you are not seeing that enforcement in your tenant. If you need further clarification I would recommend speaking with your licensing representative of choice.
Azure Active Directory Premium P2

I Have a doubt that really is confusing me, someone can help/explain me please ?
In my organization we have the Azure AD Premium P2 license for we can use the "Identity Protection" and principally "Conditional Access".
My doubt is following: in my environment the conditional access is working perfectly, but the users dosen't have the Azure AD Premium P2 license, but my tenant has it, so what would change if I enable the license for user ? because the conditional access already is working even without the user is licensed.
For exemple: My tenant has the license "Azure AD Premium P2" as image below:
But no user has the license "Azure AD Premium P2" and even so all users is using the Conditional Access and is working.
