Teams channel member read only permissions to particular folder

Here is the scenario.
UserA is a member of the channel + member of Newly created channels Application1 and Application2.
In the root of files there folder name Team. How do I give User A only read access without changing the member permission to read?

    No, member permission is changeable.

    This isn't possible as SharePoint doesn't have the concept of a Deny ACL. A potential alternative is to use Sensitivity Labels for that content to control how the file is accessed.
