Question

I am trying to send a digital signature and encryption from my OWA. There is not an icon for me to select those features. Is there a way I can enable this? I do not have office 365.

For on-prem, you can leverage S/MIME:

OME exists in Exchange Online Only:

If you are using hybrid, you can enable a mail flow rule to encrypt the message however:

What's your Exchange server version? For on-premise Exchange server, the official document which introduces about S/MIME for message signing and encryption

Mainly refer the part Set up S/MIME with Outlook on the web
