I have reset my pin numerous times and it never seems to take. I believe this may be a common issue, what are the solutions?

Show/hide and check Hidden items
navigate to C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\Ngc folder
take ownership of the folder
Delete or rename to NGC.old this folder to reset the PIN.
